I find informal massage often happens both ways in many cuddle sessions regardless of the pro or client/enthusiast having a massage therapy background or not. I'm presently in school for massage therapy and they spend a lot of time teaching us to remain within our scope of practice. Pro cuddling still being such a niche thing to the general population, I don't think anyone thinks about this, but I feel like if you are a licensed massage therapist, adding cuddling into a massage session may be an ethical issue. Though if you are a massage therapist that sees a client solely for cuddling and you throw some informal massage into the session that may be more okay. Not to be negative, because I do think it is magical when two or more modalities are appropriately and ethically combined, but there was a professional cuddler/massage therapist out in Arizona a couple years ago that got into some hot water for doing something that was unconsidered unethical/illegal in either profession. The client reported this pro to the state's massage therapy board who then basically told the pro that she must keep her cuddle business sperate from her massage business. The board couldn't do anything more than that because the compliant filed to the massage therapy board was about a cuddle session not a massage therapy session, so it was outside of the board's scope.
