Who’s happy about the weather breaking
There is thread on this page about What to wear when cuddling, where dresses are discussed. I'm neither a woman nor a professional cuddler so my view on this point isn't worth much, but I would say that a request for a dress, or anything else that is unsuitable for cuddling, should be met with Block and Report.
When clients say that other professionals did X, some of the time they are simply lying. Other times it is true, but it's not relevant.
Sadly these problems are all too common. Do not hesitate to Block or Report people who push boundaries or attempt to break the Terms of Service - the site is usually very good at dealing with them.
