It seems like folks can search for, or say that they like to cuddle 1) women, 2) men 3) everyone...so if you put "cisgender women" or "trans man" will that come up as "other"?

Welcome, @Jaybirdcuddles! Actually, the key point is to select 'logged on in the last month'. That reduces any search result to a manageable number, and you will find who you are looking for (if they exist).
CuddleComfort has been around for a while and there are a large number of dead accounts still on the system. (It's being worked on.) Moreover, as with any website, there are a large number of people who create an account, have a look round, and never come back.
