It means bye bye 👋 because they did something wrong. 😊
It means their account is permanently deleted (and I think their IP address logged to prevent them rejoining?) due to a rules infraction or other bad behaviour.
The site is very good at spotting banned members attempting to re-join under the radar and it's nearly impossible to do. You'd need to be a genuine techie.
