I watched a video about it and I researched into it. The hotel is called Business Ryokan Asahi. γγΈγγΉζ 逨γγγ² in Japanese.
It's owned by Tetsuya Inoue. As a test, I tried booking a room on many different websites, even on its own home page, and it all says "no availability". I think you have to call the hotel or the hotel is non-operational now. There hasn't been any livestreams from the $1 room in the past 2 years.

All the livestreams are from 2 years ago. I quickly skimmed through them. Unfortunately most of them are unwatchable. The webcam video quality is quite low and most of them have no audio. For 99% of the videos, the room is either empty, in complete darkness, or the guests are sleeping or on their smartphone/laptop. Sometimes the webcam shuts down too. The $1 room also doesn't have a private bathroom. There's a shared communal bathroom in the hotel. And to use the coin-operated air-conditioning/heater, it costs $1 for 2 hours.
If you are interested in this type of all-day livestreams, they have them on twitch. Search: "subathon" on twitch. You can also livestream your day for free on Youtube or Twitch using your phone. Personally, I wouldn't stay in that hotel. There are plenty of nice hotels and Airbnb's in Japan under $30 per night, but that's just me. I'm not hating though. It was an interesting experiment and concept to generate publicity for the hotel. It worked, even CNN wrote an article about it.

@cylee1180 you can cuddle sure, but i'd never do it in a capsule hotel. i think capsule hotel is the biggest scam and tourist trap (same with internet cafes that you can sleep in; that's a story for another time). it's basically a futuristic tiny prison cell with zero privacy. for the same price you can get a decent hotel with a real bed, private bathroom, living room. a lot of jvlogger youtubers advertise these type of things that seem good on the surface but in reality they're not. some other examples: love hotels, robot restaurant, maid cafes, etc. i've seen them all

I love capsule hotels! I remember one with a hot springs style bath and restaurant style food, plus a spa area with massage services. It was somewhere around Shibuya. It can't have been more than Β₯3000 ($30 at the time). I think they're great for solo travelers, although I preferred hostels - incredibly clean in Japan, and full of foreign travelers to meet. I'd like to stay in a beautiful ryokan like Hiiragiya, but the Japanese elegance and service would just go over my head.
