Did booking here suddenly change?

I’ve been on this site for years. Did the format of proposing a booking suddenly change within the last few days? When I click on some people’s profile it does not give me the option to initiate a booking.. but with others I can. I feel like I’m in the Twilight Zone.

    There's a message where the booking panel is that says the booking panel will appear after a few messages have been exchanged. Not sure when they implemented this change, but it's been this way for a while now
