I have not lived in NYC for quite some time but 'public indoor spaces' in Manhattan? I'd be surprised if they exist. You'll need to get very creative in Manhattan. You need a friend whose apartment you can use while they are at work or out for the evening. Maybe you could connect with another cuddler in Manhattan or some other borough you can reach on the subway. You could dress very warm, buy one of those full length quilted down coats in an oversize and both get inside it. Think outside the box, or just wait till Spring.

Grand Central Terminal... cuddle up and people watch LOL ...or meet up to ride a subway to the end and back a time or two during a time they aren't packed full of people. UKGuy had a good idea though of using a friends' place while they are at work or going out for the evening. Other than that yea, I'd say wait until Spring to do something more outdoors.
What about a coffee shop or café where you can huddle up and drink and eat hot stuff
Or a movie theatre?
Personally, If I were in Manhattan I'd be at the Manhattan Chess Club or the Marshall Chess Club. Maybe cuddle and play a game of chess...;) (I am trying to be funny with this suggestion)
Malls, coffee shops, museums, libraries inc. the research libraries, movie theaters, public transit including transit hubs and stations though most have limited seating...there are many hundreds of places.
Hotel lobbies and public indoor spaces like the IBM Bldg, Sony bldg, BOA bldg, Parker Meridien hotel, every single large hotel, etc etc
Maybe some place where they have slow dancing. Cuddling someone while slow dancing to music would be nice. Would probably cost money but you could nurse one drink all evening.
