1) Put that picture on your profile rather than on here, and if possible also include one or two other pictures with more variety.
2) Maybe fill out your profile's content a bit more. What do you like or do which a potential cuddler could have in common with you?
Cuddle buddies are still buddies in the end. They're friends or at least people you share a bond with, and those kinds of bonds require both trust and familiarity. Letting people know more about you with the above will encourage messages from people wanting to know more and will also lay down a good groundwork to build that trust on.
