I dont know, but they are some weird looking frogs
You never specified the liquid so I assume they drowned in a tank of gallium. 13 of the fish are alive, but probably won't be for long.

Even if they did drown, there'd still be 17 in the tank.
Fish can actually drown if they have no surface for oxygen . Just leave one in a plastic bag and see how long it lives . It.absolutely can drown
