Is making a joke to someone allowed or forbidden and red flag.
Jokes are are best saved for those with a sense of humor. Especially the good ones.

You've posted a few times about "hey I thought this was OK" without providing context. It looks like you're getting into disputes and then justifying your actions by taking a poll.
Jokes are obviously ok, depending on the joke. Your strange bad-faith threads about your past interactions make me worry about who meets with you. Moreover, you fail to learn anything from these discussions. I don't think it's a language barrier. You say you're just learning things but you refuse advice.
What joke did you tell? Why did you create this post?

I once made a joke that 'twas punny, But the people all said, "that's not funny. It was really quite bad." And that made me quite sad. And now from my jokes they are running.

Red could be bad. But it could be good, if it's your favorite color. If you tell me your favorite color, I'll make sure that they change the colors for you at the joke factory. That way I can be sure that I won't send you an off-color joke.
I made a joke once. Everyone laughed. It was so cool.
Then we went home.

Humor is fertile ground for misunderstanding.
I think it’s best to know someone first before making jokes unless you’re really good at reading people. It’s too easy for it to end up not funny.
What is really bad form is saying something offensive and then trying to get out of it by saying it was a joke. Not a good way to win friends.
