Rescheduled and Deactivated

I figure this is more of a cancellation, but I had an appointment set, and a few hours before, he asked if it was too late to reschedule, I asked him when he wanted to reschedule to, he said he'd have to get back to me, apologized for the short notice, and said he'd make it up to me, offering to send cash, and then deactivated.

Wonder if he's just nervous, or up to no good. Should I ask a cancellation fee if he ever comes back?

    Yes. According to the terms of service, there is a 50% cancellation fee if cancelled less than 24 hours in advance. If he refuses to pay it, then you can report him.

    Yes. Asking to reschedule within the 24hr window of the start of the session is still a cancel of the original agreed upon session date/time and would warrant the cancellation fee. If he refuses, please report him for failing to stick to the CSA.
