Can enthusiasts still charge although they are waiting for pro-approval and haven't been officially approved yet? I see this trend and I'm sure it's been discussed before but I have no knowledge of what the results are and I'm not seeing pre-approval or waiting for approval on their profile so is this against the rules or no?
