I’ve been trying to reach out to a professional cuddler for a month now and she has not responded to any of my messages. Can I report her if I feel she’s ignoring me on purpose?
You’re making a big assumption. You have no idea why.
But no. There is no obligation at all here, completely voluntary. Recommend you just move on.

Even if she is ignoring you, that is not a reportable action, either.
Her being online doesn't mean she's current on her inbox. She may well get to you, eventually. I'm often sitting at over 150 unread messages. I'm not ignoring anyone. It simply feels hopeless to catch up...especially because every time you respond to an old one, they respond back, setting you right back where you started. 😄
Her getting new Karma doesn't necessarily mean she just cuddled those people, either. Sometimes I purposefully wait to leave Karma until I've met someone twice. Sometimes I'm incredibly busy and write Karma eight months after a cuddle.
However, even if she is currently cuddling, and even if she is choosing not to reply to you, neither is justifiable cause for you to report her.
You could message her again, on the off-chance she's read your messages and forgotten - a new one will bump you to the top of her inbox. However, this can be seen as demanding.
The best thing you can do is self-reflect. Look back at what you've written her and ask yourself if you've been respectful, concise, platonic, and trustworthy. If you have, then likely she is dealing with her real life and will get back to you when she is able. If you haven't, it's a chance to learn and grow.

Wow. I am shocked she hasn't blocked and reported you. 21 of those 22 messages were too many. You need to stop immediately and move on.
At first she was responding to me and then she just stopped. Is it likely she’s just not getting my messages? Am I really in the wrong just for trying to connect with her?
Yes. You are in the wrong. You are portraying stalker and nuisance tendencies and she may be afraid for her safety. I strongly STRONGLY urge you to never message her again. And dont do this to another cuddle ever as well.
At more than 4 messages without a response, it starts to come across as some combination of desperate/harassment/stalker vibes, and does not make the other person feel safe to meet up in a generally vulnerable situation.
