A person can have 2 locations associated to their profile. So I'd the split time between 2 locations or upcoming trip . I assume user having 2nd location set to a location within your search radius is why you would see them.
I have seen a few times where part my search criteria gets nuked and set to the default (I most commonly see that with gender settings)
Unless you are in a really popular area there usually aren't a ton of results to begin with. If the result set is small it does provide additional results outside of your search criteria, but this is clearly labeled and often extends the distance.
