I don't feel like this is a genuine question, but it's all about expectations, boundaries, and respect of the other person. I have had tons of cuddles in my life that don't lead to sex. Over 80 hours of cuddles as a pro, and never any sex.
If I cuddle and someone starts touching me on spots they not supposed to, I'll speak up and stop it. Yes in relationships it can lead automatically there but I will use my voice if I don't like that.
I'm not sure what to tell you. Are you asking in general? Or are you complaining?
If you are wanting us to answer the question of why does your cuddling always lead to sex, then that is not a question we are able to answer for you. If you are sincere about seeking platonic cuddling only with no sex, then use your voice and adhere to your own boundaries, and find a partner with the same desire for cuddling with no expectations of sex.
