I've never quite figured out what to do, so I always move them around constantly trying to figure it out. Playing with hair is nice, but I find it hard to reach from a spooning position.
I've never cuddled anyone but I don't even see how you can spoon someone without breaking the rules of this site, since any part of the body that would be covered by a bathing suit is supposed to be off limits.
@UKGuy That rule is mainly in reference to touching with the hands. Spooning is not a sexual position; putting your hand on somebody's private parts though... Somebody's pelvis next to your backside as in spooning is not an issue, however if a person started making sexual movements, that is an issue. The distinction to be made is platonic vs. sexual.
While cuddling in the spoon position my cuddlers have the arm on the bed above their head with a pillow for comfort. The other hand I have no problem with that hand on my hip.
Spooning is fun and there is no problem avoiding inappropriate touching during that. Try resting them on her stomach or arms.

When I big spoon, I switch up from hands on back to top hand on arm or stomach (caressing the person) and other hand either on back/shoulder area or head depending on my body position. I also like to wrap legs around each other's legs when in that position.
When I'm little spoon, I really like when the big spoon person reaches over to my hand and covers it, and I also enjoy when they caress my stomach or top of arm.
I haven't ever had an issue in this position wrt rules and remaining respectful; I think that as long as the big spoon isn't trying to grind into or hump little spoon or little spoon isn't trying to grind into big spoon it's fairly simple to remain within the rules.
I think the rules for something like this are self explanatory. Well at least this is the way I see it - I would ask my cuddle partner to use their hands to put my hands where they feel most comfortable - That is if they choose to put them anywhere at all. Assuming resting a hand anywhere else on the cuddle partners body besides where the rules, and quite frankly common sense tells you not to put them, isn’t something that should be thought of as okay either. Consent, respect and professionalism all have to be fully present for trust to form in that situation.

My ideal thing to do would be to wrap both my arms around my cuddle partner's stomach, but I would ask if I could do that first. Also, ask where you can put your hands in a platonic way - hip, shoulder, and arm come to mind for me, but she could say that she doesn't mind her leg or a few other parts of her body. Communication should always be paramount if you're unsure of what to do.
I like spooning. I like hands on the abdomen. If you're uncertain, ask your partner what they prefer.
