Virtual notaries are a thing? Didn't know that! My boyfriend is a notary public, but nowhere near you, sorry!

Ditto what @wilderdude said. I have used onenotary.com and it is excellent. No real need for an in person notary for the basics.
@SunsetSnuggles your boyfriend can sign up on one notary.com and do that in his free time as gig work. That's basically how they operate.
@wilderdude Thanks! I checked with him and turns out, he already passed the test for virtual, just hasn't sent in the application, yet.
