The basic system is that two people from the same area message each other, have a chat and if a connection is established, arrange a meeting. Usual rules for meeting people from the internet safely apply. If that goes well then then you may proceed to cuddling, either at that first meeting or at a subsequent one. Serious conversations about boundaries, consent, and your history of touch may be helpful.
The key rule is that everything must be very strictly platonic. At any hint of anything sexual, abandon ship and Report the offender to the site - the mods here are very good.
Other than that, "cuddling" means more or less whatever you - you - want it to mean.
