People don't respond if they don't sign on. Since there are many members who haven't signed on for months, It's pretty much a waste of time to send these members messages. On the other hand, If you greet the new members and welcome them, you're more likely to get a response.

Actually, since messaging sends email notifications, I've had success in messaging people who haven't signed on in a while. I messaged someone who hadn't signed on in over a year and now we have plans to meet up. Results may vary, of course, but the email notifications are definitely a thing.
