Anywhere overly windy and or dusty, I like being able to breath my air thanks.
International Space Station. You keep bouncing off the walls in the middle of the cuddle and transportation costs are a real problem. Almost as bad as San Francisco....
Not fond of very warm places. Or beds with itchy fabrics (I have sensitive skin haha)

Anywhere that is both overly warm and humid! Eesh ~ No AC/indoor climate control? Then, no thanks!! Or where there are bugs ~ A cuddle outside watching the sunset sounds lovely (until you remember mosquitos exist)!

Alleys and dumpsters.
@UltimateChungus, alleys are a no-go for sure, but if 2020 has taught us anything, at least a dumpster fire can keep you warm.
Haz mat storage room where they keep all the stored fluids and used PPE

A good point. I'd prefer not to cuddle next to a burning dumpster, though, mainly because of the scent; I imagine my partner would become concerned by my salivating and the grumbling of my stomach.
I don't think I hate it, but I definitely don't like cuddling in Philly. I just didn't like the area I was in.
Since they have a holding cell in their pro football stadium, I don't think Philly is a cuddling kind of town.
