I suppose if you were planning to dump your cereal on the table anyway, this saves a step.
Milk then cereal because I don't like it to get soggy. So I pour the milk, put in a bit of cereal, eat it while it's still crunchy, and pour in more. And this post made me go eat granola and milk, so thank you. In fact, I think I'll go have more now.

Obviously cereal first, otherwise how do you know how much milk is needed to just cover the cereal.

Turns out it's cereal. We've been eating grains for 100,000 years, while we've only been drinking the milk of other animals for perhaps 10,000 years.
