So, our choices for kinds of cuddling we can mark as what we’re looking for here include: host, guest, & public.
The first two I get, but public? By its very nature cuddling is comforting. To me cuddling is best when it’s focused, quiet, and in a controlled environment. e.g. a space where I don’t have to worry about someone coming up next to us, lighting up a Marlboro light, pulling out a silver Bluetooth speaker and start blasting “working for the weekend,” by Loverboy - I mean that part is fine. After all the 5 o’clock whistle did just sound. 
Public Cuddling doesn’t seem comforting to me.
However, I have cuddled with a friend in a quiet darkened art house theater; who’s manager thoughtful had people put out daybeds and couches in front of a screen for a movie whose running time was 12 hours. That I enjoyed (the movie was better than it sounds too but I also enjoyed the cuddling) but that’s because it was closer to being a more typical cuddle space.
