Without for both parties.
I prefer both without. But I would not present my bare feet to a new cuddler without discussing it with them first.
And socks is fine, it's a very minor detail.

With me, it’s without if I’m feeling comfortable with my body. For the other person, I don’t have a pre-requisite. They usually wear socks if their feet get cold.

Depends on how cool my feet are. If it’s in public I leave my vibrams five finger shoes on, because I have to wash my feet after taking them off. I do have a pair some sandals that I can wear if I plan ahead and want to wear them.
I don't have a true preference. I usually wear them out of courtesy because my feet are almost always icicles unless it's really hot where we're cuddling, in which case we probably wouldn't want to be cuddling anyway 😅
Open to any combination but typically my feet are bare.
I’m very ticklish on the bottom of my feet. But I would prefer no socks in the warmer weather but socks in the colder weather.

With socks on. I'm too nervous about making the person uncomfortable if they prefer they're not bare. Better to be cautious. But communication and asking is even better.

Winter socks, summer bare. I do have concerns about athletes foot though, so a partners feet would need to be taken care of if they wanted to play footsies 👣 haha. There was a girl I knew long time ago in college who sat next to me everyday. She would step on my foot everyday consistently, sometimes hard. I read a case study of a young kid who liked the smell of his dirty socks and he would smell them often. He came down with a lung infection.
Socks all the way! My feet have spent over 20 years in steel toe work boots, I don’t even want to look at my feet!

Since all my cuddling takes place out of state, it's easy to plan for it...I always get a pedicure on my way into town, and cuddle in bare feet. However, if a guy drops hints of having a foot fetish, that can change. Without fail, I turn down offers of foot massages.

I prefer bare feet, but I also like the room I'm in to be fairly cool which leads to chilly feet. I leave a pair of socks nearby for cold piggy emergencies
