No, they can't. And it's neither fair nor sensible nor safe - either for them or for the client - to ask them.
However, hiring a professional cuddler can be very helpful to some people who have trauma.
Note the difference: words matter.
"Professional cuddlers can help" - wrong and dangerous.
"Professional cuddling can be helpful for some people" - entirely true and good.
Professional cuddling can be particularly helpful to some of the people who have suffered trauma around touch, and a significant minority of clients are such people. Some of them are unable to allow any touch at all for the first or several sessions. In such cases it is essential to choose the professional cuddler very carefully, and to explain and discuss the situation with them before the session. The majority of professional cuddlers are unable to cope with such clients and are likely to do more harm than good.

I am someone that has endured a lot of trauma but a touch of a woman is therapeutic and keeps me in comfort.
I am concerned about your wording. I think @CuddleDuncan makes a good point. Different words can have misunderstood interpretations and implications. Cuddling, hugging, holding with another human brings so much comfort and a sense of calm caring, hopefully healing. Using the words “touch of a woman” can sometimes be misinterpreted and to me just lately, a red flag. I’m glad it was beneficial to you either way and I hope you can continue to find this. When done right and understanding what platonic cuddling is supposed to be, the experience can make a big difference can be life-changing.
Whoever did the ban, thank you. He seemed creepy to me. I’ve had some experience lately of someone using the word Trauma as a type of manipulation and it seriously caused some trauma for me.
You know, I laugh sometimes and think wow it would be great to get paid to cuddle all the time. I do not envy the part where it comes to vetting individuals you meet along the way. Reading this didn’t give me creepy vibes, I would honestly fear for someone’s safety.
