What are private and friend photos? How do I send photos to people?

There is an icon at the bottom right corner of the message box that allows you to attach photos to a message. Clicking on it brings up a menu with options: My Library, My Device and From URL. The last two let you select a single photo, either from your device or a website. The My Library option allows you to send or give people access to your non-public photos. The options are:
Grant access to all private photos: Share private photos.
Grant access to all friends-only photos: Share friends-only photos (only shown if they are not already on your friends list).
Attach specific photos to your message: Select individual photos to share.
However, when I view the "Send Message" page, the interface is not as described in the above quote. Instead, next to the "Send" button, there is another button with a camera icon. When I click that camera button, it displays a pop-up labeled "Attachments" that contains a list of photos I have previously sent to people. I can choose one or more of these to attach to the current message, or upload a new photo. I don't see the "My Library" option or any way to grant someone access to all of my Private or Friend photos (other than sending them as message attachments).
I am using Firefox on my mobile phone. I don't know if the interface is different on other browsers or devices.
