I see that some of the cuddlers are asking for money to cuddle though they are not listed as professional cuddlers. May be they are still thinking about being a professional cuddler or not?
Report them.
If they're not pros, they don't get to ask for money. The site gets a fee from its pros. Any non-pro asking for money is (whether they know it or not) trying to cheat the site. In short....

So, as a pro, I'm not sure my opinion is more relevant on this topic than anyone else's. A non-pro looking to charge should be guided to apply for a professional profile; it's pretty quick and easy to do.
I would say don't immediately conclude that they're trying to swindle anyone. This website is confusing, and when I first joined I intended to do so as a pro from the get-go (I had been doing this professionally for 3 years at that point) and I signed up incorrectly. I was told about CC by a long-time client so I knew something was wrong when the profile didn't show up correctly. I figured it out and began a new profile the correct way, but it's not at all intuitive, and I don't believe there's an indication that you've done something incorrectly unless you know your profile should have a professional tag on it. Untagged pros may be making the same error and believe there'll be a way to pay the fee after completing a session, as most other platforms have off-site ways to pay the fees. And, yes, others may be doing so on purpose to get out of reporting the income.

We shouldn't assume that they are trying to swindle money or use this website in a wrong way. As a user I can only report it to admin. Hope Admins can message them and clarify how to sign up as a professional.
I've actually seen a couple amateur cuddlers listing their services on the site and I've messaged them about it to let them know that they accidentally signed up as as an amateur instead of a professional. I've also recommended this site to people I know and they've had a hard time finding the "professional cuddler" option when making their profile.
I report them when I see them. Some of them vanish, but I’d say more of them are contacted by site management and register as pro. I think it may be either a misunderstanding, or trouble finding the right signup tools on the part of many.
When I see these profiles, I always report them as it is against the rules of the site.
i don’t see it as mistake if you want to be pro you make sure your stuff is right. To many people want to make money and not pay fees or taxes.

If a non-pro asks for a fee up front when scheduling, report them.
If a non-pro does not ask for a fee up front when scheduling but asks when you arrive tell them that they are not listed as a pro so there is no fee, walkaway, and report them.
If a non-pro does not as for a fee up front when scheduling, does not mention when you arrive, but mentions during or after the cuddle tell them they are not listed as a pro so there is no fee. Thank them for the cuddle and report them.
If they’re not trying to cheat anyone, I would assume reporting them would get the ball rolling for them to take the proper steps.

Yes, you report them and I think they give them an opportunity to become a pro or face banishment. Break a deal face the wheel sort of thing.
It goes like this. If we find someone operating as an untagged professional, one of two things will happen: 1. That person will be paused pending an upgrade to a professional account. They will go through the application process, and @Mark will decide whether to approve or decline that person. 2. If the moderation team feels that the person in question is unsuitable, we can ban that person outright.
