Trust your gut, if you think someone is following you, they probably are. When it comes to safety err on the side of caution! Don’t worry what others may think! I was walking home at 3am and some guy in an angry voice shouts “excuse me! Excuse me!” I started walking faster and then stopped under a street lamp and pretended to get on the phone. I turned to face the guy he glared menacingly at me as a couple walked past as well. He continued walking straight. You know why I knew he was up to no good? If I were in an area and it’s 3am I don’t shout in an angry voice at someone. I would keep mybdistance and ask in a soft voice and ask a question that way. Not angry and menacingly.
Law enforcement is garbage Court system too liberal and too forgiving. Scumbag lawyers.
Our safety is low priority for policy makers who sacrifice it in favor of political and social agendas. Until all that chahges, sucrifice your freedom for safety.

I had something similar to this happen to me at a store once, except when I went outside a 2nd man tried to talk to me. When I bypassed him and got into my car, the first man who had been following me around the store came out, talked to the 2nd man, they both looked at me and then went to their separate cars. They both sat there not leaving, then pulled out after me. I was able to lose them by getting thru a few lights ahead of them. It was scary and I really should've gone straight to the police station rather than worry I was overreacting like SOME people would imply.

@BooksAndBlanket That is really terrifying. I don’t know what I would do except drive straight to a police station. After that, I would always be looking over my shoulder. So glad you got away from them still very scary.

Some cultural things could also be at play here. In Latin American countries it is considered normal for men to stare at women. As in, stare you down in a way that makes people feel very disturbed in the US. I personally think he was following you, and was definitely interested in you. Were his intentions nefarious? I don't know, but in Latin American cultures it is also not the usual thing for women to be strong, bold and assertive towards men, which might explain awkwardness. I'm speaking in generalities here, and from what I've observed while traveling abroad.
Be quick to play it safe, slow to accuse. There are mostly innocent people out there but many real monsters too. Again, I think your actions were spot on.
The first mistake women make is second guessing their gut instinct.
More so than men, typically, women allow compassion to cloud their initial impression.

Why I was recently rejected ELSEWHERE on another site for a one time hookup, I messaged politely and I wasn't expecting a response back either (cuz not many respond back anyway😄). But low and behold, this man did respond back with a polite "Ma'am, I'm sorry you're not my type".
